Roofing advice written elsewhere talks about hail, ice and freeze cycles, none of which happen here. Anaheim has a different pattern and it produces a different failure.
The City's own environmental documents describe the local climate as Mediterranean, with warm dry summers and cool wet winters, average annual temperatures around 64 degrees, and typical annual precipitation of under twelve inches occurring primarily between December and March.
Two consequences follow, and between them they explain most of what goes wrong on a roof here. First, the roof spends most of the year baking rather than draining, which is hard on the membrane under the covering and easy on the covering itself. Second, when the rain does come it arrives in a short window, so a roof can be letting water in for months before anybody sees a mark on a ceiling. Add the Santa Ana winds that run from roughly October to April, opening roofs at the eaves and rakes in the same half of the year the rain arrives, and you have the local sequence: wind lifts something in the autumn, the winter rain finds it, and the stain appears in February.

The threshold is measured across a year rather than per job, which is why two large repairs six months apart can add up to something neither quote treated as a replacement.
A widely repeated 25 percent rule turns up in this market and does not exist in California. The only place the number appears in the state's roofing chapter is as a slope, where two and a half units in twelve is written as a 25 percent slope.
